Default 3D Orbit

How do I disable the shift key/scroll-wheel pan 3D orbit. I realize that if I pan using the scroll wheel before I hit the Shift key it reverts to its classic ortho function but I mess it up too often.

Go to CUI and expand mouse button menu and then expand shift+click menu and then select Button 3, change the command in the "macro" field to whatever you want.
