If you don't know, then you are probably not using Cache mode. Go to Tools + Options + Infrastructure and see if the Cache Activation is turned on. Normally, it is not selected.

I agree with you on how poor the Layer and especially Visualization Filter tools are in CATIA V5. I don't think too many people use them.

Normally, Assembly Constraints are used to position parts in assemblies. Just constraint the standard parts to the different mating components of each project....
Parameters can be used with Patterns.
Spacing options must be specified with Length type parameters
Instance options must be specified with Integer type parameters...
