Need help finding right software

Hello everyone.

I am an IT Consultant looking to find the right software for a client. He needs a program that will allow him to take a picture of the landscape (a backyard for example) and from there be able to place BBQ pit designs and rock structures etc...

This is the ideal situation, but I would be willing to check out the closest match. Can you guys assist me on finding this solution. Thanks a lot.

Simple microsoft paint, supplie with any basic windows operating system, will do that.
