Detail View

When I try to create a detail view the dailogue box immediately pops up, when I click on the view, wanting the Label, Scale etc... I thought this didn't pop up until after I drew my perimeter of circle for which I wanted detailed. I am not able to create detail views and I am also not allowed to draw the perimeter circle. Any thoughts?

When you select detail view command - Select view - You get the detail view dialog and at the same time your cursor changes such that you are allowed to draw your circular fence. Are you not seeing the cursor change once the dialog comes?
