linking two shafts, a chain link of sorts

If i have two bars sticking out of a wall parallel to each other, both of equal radius, say 5mm some distance apart, say 20mm. I want to create a link between them like a chain link, picture and double-ended wrench between them. Not sure if this could be describe a sideways protrusion or not. How can I create this link?
