Default Problem with Assemble

Fisrt excuse me for my bad english. My name is Rodrigo Lübcke, i'm student of Mechatronics Engineering on Pontifical Catholic University of Parana, University located on Curitiba - PR, Brazil. I have a question about create a relationship using Assemble.

My SolidEdge version is 18 for your information.

I'm trying create a relationship for align two holes of a piece witch a other two holes of a metalic disk, but i don't come with success. The four holes have equal diameters and have equal distance between midle center. I don't understend what's happening. How to solve this ?

Turn off rotation locked and try again.
