Default Help with Smart dimension toolbar

I am trying to dimension a simple 3d ring. I have the dimension toolbar but all but smart dimension buttons is greyed out. I want to make the leaders of the dimension to be offset from the edge of the outer ring diameter but smart dimension keeps placing the leaders at the centre of each of the circles. in the help file it explains to do this:

To dimension between the edges of two arcs:

Right-click the edge of the first arc, and select Smart Dimension.

Press Shift, and then select the edge of the second arc.

Apply the dimension between the edges, and then release Shift.



However when I try this, nothing happens, still leaders start from the centre of the concentric circles. Any advice would be appreciated.

Which version of SW are you using?
