Surface from Splines?

Hi,
I have a problem while creating a surface from 2d splines. I have created a spline then copied it manytimes. But I coudn't use cross section modifier to make it wireframe, and, of course, surface modifier didn't work. All splines behave separately, and I am not able to convert them all to editable spline. How can I connect them?? Or is there any other way to make a surface??

Hi,
For surface to work, all potential polygons must be three or four sided, and of course the vertices need to be snaped into place. After placing the surface modifier on the stack, adjust the threshold till the faces appear.
