STEP / IGES to NURBS

I want to import data in STEP or IGES format and convert to NURBS / B SPLINES or a cloud of points

I am developing the application in Visual C++ .Net ... does any one know of any libraries in .Net that can handle such translation operation

any inputs will be extremely helpful
