differences among layer settings and visible in view

In drafting application,

Using layer settings we can show and hide neccessary objects, then why is the neccessity of VISIBLE IN VIEW.

can anyone let me know the difference among these two options
 
If you use the blank option it will hide that part on all views of the drawing and modelling graphic screen also. But visible in view command will hide the part from that perticular view on drawing and not from graphic display.
