Completely new to CAD - what way to start?

Hi All,

I am wanting some advice on what software (preferably online, and/or free download!) that I can do with my first 3D printing object.

I want to print some spools (coil formers) for electrical coils. They are very simple, with only 3 measurements:
1) 38mm high
2) 7mm inside shaft "hole"
3) 1mm thick plastic throughout.

Please see picture of what I'm talking about. Not sure if I can get this 3D printed, or where the best place would be. Any suggestions would be appreciated.

I suggest trying Fusion 360 from Autodesk. It's free and can create STL files to pass on to a 3D printer.
