I had to look this one up, so here's my quick summary:
Both are used to define curves and surfaces. I know that CATIA V5 uses NURBS for GSD geometry, but I'm not sure if other workbenches use Subdivision surfaces. "Subdivison" is a method of approximating a curve or surface. NURBS is a type of equation used to define a curve or surface.
