Lofting of a boat hull

Hi people,

I am modeling the hull of a small boat. My method is to divide the hull into two sections and use loft to model the boat. However, I keep getting stuck with the lowest part. Loft isn't working over there for some reason.

I have uploaded the .ipt file. If someone would like to take quick look, I would be helped a lot. Besides, I am not sure if the method I use is an effective way of modeling this hull. If someone has an alternative recommendation, this would be very welcome. (I would like to model a boat like the "Zee marine 26".)
