    Yes, the R25 is too big. Look closely at the upper end of the green circle and see how it extends beyond the part.

    You could use a smaller radius. R15 should work fine, maybe R20.

    Or you could choose the No option and see how CATIA fits the R25 fillet to the part.

    I choose No then CATIA fits the R25 fillet to the part.

    Yes, it fit a fillet. But the fillet is not tangent at the upper end.
