if you are trying to loft between both sketches then your sketches are not suitible
1. You may find it easier to split it into 4 sketches - otherwise you will need to use the selection manager to individually slect the splines (so 4 splines instead of 2 sketches)
2. They don't intersect. Even if I move your second sketch so the "dips" line up, they don't intersect which will result in a dodgy surface (if it manages to create one).
Ultimatley I would recommend doing the surface tutorial built into SolidWorks or watching a few videos to get an understanding of the fundamentals of surfacing.
