ST4 Include command not working in assembly mode

I am a student working on an injection mold for my design class. I want to make a cut into the B plate of my mold by using the include command on my B side cavity steel. However, when I use the include command it does not link the B plate to the cavity steel. When I make a change later to my cavity steel the B plate does not change with it. Does anyone know an option or a different solution to get my include command to work properly?

-Using Solid Edge ST4
-In the Solid Edge Options > Inter-Part all options that allow Inter-Part linking are selected.
