closing a non-planer surface

I'm trying to build a gear using Rhino. I'm using the GearGen script which will produce part of what I need, but I don't know how to finish gear. What I have now:

I want to close the top (and bottom) of the gear with a flat circle across the upper edge and flat surfaces over each tooth. One suggestion I had was to use the loft command (about 50 times each side) but it seems to me there should be a better way.

Any help would be appreciated.
