Creating 3d model from outline curves

Dear all,
I have a contour of outline closed curves at several heights (its file is in jpeg format). Now, I want to create the outline surface and then its 3d model. Can anyone help me?

You can use loft option (solid/surface) to create the model from the enclosed cruves. BTW you missed the picture.
