The smooth circle or cylinder

sometimes I draw a circle and it appears with some visible edges like a hexagon. There is two question for me:

1- Dose it effect in the rendering?

2- How I can change the rough circle or cylinder into a smooth shape?
 
It does not effect the rendering. The circles are vectorized by the graphics card (based on the true circle) to improve display performance.

You can change how curves are displayed. Go to Tools + Options and General + Display + Performance and adjust the 3D Accuracy and 2D Accuracy settings. Here's what mine are set to:
