why are this two circles not touching each other?

Here is the original diagram: 12.JPG

In the original diagram, I marked the region which I want to draw first. But two circles not meeting each other.

I marked the dimensions with points & then construct the diagram.

I see all the dimensions are rounded-off to the nearest mm. My guess is the circles are not touching due to that round-off.

To make them touch, I would ignore the R46 dimension of the larger circle, and make it tangent to the smaller circle instead.
 
I believe you when you said they don't touch. So, no, I did not try it myself.
