reordering question

I'm trying to reorder some features and the problem I'm running into is I can't reorder the extracts, etc... because of the obvious cycle update. I want to redefine it to extract surfaces from an earlier feature, but it won't let me select past the last defined fillet hence not letting me go back far enough so I can reorder it where it want. The only work around I'm using now is just extracting it again where I want it and replacing the other one. Is there a better way? I'm using catia V5R20. I think the older releases let you do this, but this one is too strict on order.
 
By default, extracted surfaces are placed in a Geometric Set, which allows elements to be placed in any order.

Unless you are now using Hybrid Design mode, and/or Ordered Geometric Sets.

Another thought:

Are you using the extracted surface to create other solids?

It's been my experience with CATIA V5 that this is unnecessary. By reording the solid features, you can often eliminate the need to extract a surface.
 
I can't check it right now but I know it has something to do with feature absorption.

I have to use the extracts because the pockets, etc. modify the solid.
