Design library problem (?)

Simple task-isert louvre into a sheetmetal part.
Steps:
Design library/Forming tools/louvres.
When I drag and try to drop the feature onto face, I am confronted with the message "Are you trying to make a derived part?". Instead, I understand I should see the sketch and should be able to locate it before finishing the command.
Anybody?

Design Library

Just right click on the Form Tools folder and click Forming Tools Folder option from short cut menu.
