The Align Into System tool is one of many tools to use when working with a Dimension System (several dimensions are treated as a single set of dimensions).
The online Help explains how to use this tool with the entire system, or with just a few dimensions within a system.
(Personally, I don't use Dimension Systems - I think they are too restrictive when positioning dimensions on a drawing)
