Hole concentricity snap catia v5

Im working in catia V5 and trying to make a hole on a surface.
I know that i should be able to select the hole tool, Select the edge of a circular shape, select the surface of the shape, and the hole
SHOULD automatically snap concentrically. I have tested this out on other peoples catia and it works but it will not work for mine.
Im guessing that i have some setting that is toggled and is inhibiting this capability.
Any ideas how i can fix this problem??

maybe the edge you are selecting is not a true circular arc?

If you hole is not centered on the edge, you can always edit the Positioning Sketch (just click the icon in the Hole panel) and constraint the centerpoint however you want it
