how do i align rotation view to axis system?

Go to Tools + Options, Mechanical Design, and Sketcher, and turn on the option to POSITION SKETCH PLANE PARALLEL TO SCREEN (5th option from the top). This will orient the sketch whenever you open it.

If the sketch does get rotated while working with it, use the NORMAL VIEW icon (middle of the VIEW toolbar) to re-orient the sketch.
 
Another option to lock the viewing direction (and probably what you wanted):

In the Visualization toolbar, first choose either Pickable Visable Background or Unpickable Background, and then turn on the option Lock Current View Point. This will disable 3D rotations.
