Line And Rotate Problems

In ACAD 2007 If I switch to a view other than top I am not able to draw line and rotate and it seems as if they are locked into the XY plane. Is there any variable that I am missing? I have even made sure that replace Z value with current elevation is unchecked Options >> Draft. It seems to be ok. Any suggestion?

when you change views, type in UCS (enter), v for view (enter).

Try setting your UCSORTHO to 1, as this will set your UCS to whatever orthographic view you choose.
